On cruises, the single supplement charge is somewhat justified since there are so few twin cabins. But on guided sightseeing tours, paying double often leaves behind the traveler that simply cannot afford to pay what two people pay.
Finally, more travel companies are understanding the demand for single travelers and either have a zero single supplement charge or a modest increase from that per person, based on double pricing. Budget tour operators may want to pair up two single travelers when available, so a slight charge may apply if you want a room for yourself.
